Referring to Your Lordship's

Confidential Despatch of the 29th. August last on the

subject of the salaries of Cadet Appointments, I have the

honour to state that my attention has been called to a

point not touched upon by Mr. May in his Confidential

do Despatch of the 27th. June, namely the relative status of

Cadets paid in Dollars and Cadets paid in Sterling in

respect of posts created subsequently to the introduction

of the Sterling Salaries Scheme,

It is stated in the second para-

-graph of Your Lordship's Despatch that the object of the

Sterling Scheme was to avoid as far as possible the dis-

-advantages incident to a fluctuating dollar; but although

this was without doubt the original motive of the scheme,

it is clear that as a matter of fact the actual introduct-

-ion of Sterling Salaries in Hongkong dates from the grant
